Traffic Problems in Karachi
Numbing traffic jams in Karachi have become routine. Though Chief Minister Arbab Ghulam Rahim doesn’t want Supreme Court to interfere in such matters, People are looking hopefully at the respectable judges. Supreme Court’s suo moto notice of traffic hell in Karachi reflects that how much the situation has aggravated. After the devils of street crimes and load-shedding, Karachi has received yet another gift of hours long traffic jams throughout the Megapolis. Its the sheer incompetency and poor performance of traffic police, which is hapless in this regard. There are so many reasons for this stuck-up dense crowd of traffic, main ones are the absence of traffic police, congested roads, out of order traffic signals, arrangements for VVIPs that hold up traffic, and the still-in-construction roads.
Presence of illegal bus stops, population explosion, encroachments, huge buses and trucks and the unawareness about the traffic laws among the drivers have all added to this monster misery. Its pretty much clear that traffic police cannot handle this single handedly, and it would require the concerted efforts on part of all the departments and people. But the key to the success of this idea is the flawless and timely communication between the departments.
But this is only a temporary solution, which is only good at paper is sure to fall apart. The solution lies in a mass transit project for traffic. To ease the load from the roads, intra-city railway should also be started. I am sure these options would already be there, but one wonders in despair as why not somebody come up with a brave will and vision and take responsibility to ease the misery of Karachi.
The authorities must take some drastic and solid measures rapidly before the snarl of traffic becomes uncontrollable as thousands of cars are being added to the already choked roads each month.

Bill's company made software to run a car.
Bill was taking a test ride of the car. Suddenly a truck came from opposite side.
Bill pressed ctrl+b to apply brakes.
A pop-up window appeared asking, "Are you sure you really want to stop?"
Before Bill could enter "Yes", there was a crash and the car caught fire.
In panic Bill forgot the password to open the door.

Pakistan to freeze defense budget
ISLAMABAD - Pakistani Premier Yousuf Raza Gilani said the government would freeze defense spending in the upcoming budget, state media reported Tuesday, as the country tries to tackle growing economic problems.
Nuclear-armed Pakistan, spent 275 billion rupees (4.1 billion dollars) on defence during the current fiscal year ending on June 30, up from 250 billion rupees in the previous year.
"The government has decided to freeze the allocation for defense in the next national budget as a measure of Pakistan's tangible display to seek peace with neighbors," Gilani told parliament late Monday according to state media.
Gilani said that in effect the defense budget would be "reduced in the context of inflation and rupee-dollar parity", the official Associated Press of Pakistan news agency reported.
Without actually naming neighboring nuclear rival India, he said that he expected a "reciprocal gesture from our neighbor for the sake of peace and prosperity of the region".
Gilani added that "the defense ministry and the chief of army staff have fully endorsed the revised format of the defense services budget estimates."
The state bank raised interest rates 1.5 points to 12 percent in May in a bid to curb soaring inflation. The bank said inflation was set to hit 11 percent this year, double the target of 6.5 percent.
Meanwhile, the country's economic growth has slowed to 5.8 percent because of poor farm output and sluggish industrial expansion, the government said Tuesday.
Finance Minister Naveed Qamar said projections indicated that the economy expanded 5.8 percent in the current fiscal year, which ends June 30, compared to 6.8 percent the year before.
After years of rapid growth, Pakistan's economy is slowing amid problems from double-digit inflation to yawning budget and trade deficits and political uncertainty.
The World Bank has warned that Pakistan could tip into crisis unless the government acts quickly address the problems .
Qamar released the data a day before presenting the coming year's budget, which is expected to include spending cuts and tax hikes. Officials have also said they will try to alleviate the impact of skyrocketing food prices on Pakistan's poor.
Pakistan has witnessed strong growth in recent years, but global economic issues coupled with domestic political turmoil have hit hard this year.
Anger is mounting among the country's 160 million people over shortages of food and other commodities, coupled with frequent power outages, factors that contributed to the defeat of Musharraf's backers in elections in February. - Agencies

The World Bank has warned that Pakistan could tip into crisis unless the government acts quickly address the problems .

ISLAMABAD: The Pakistan People's Party-led government has put an unannounced and partial ban on President Pervez Musharraf's coverage on state-owned PTV and Radio Pakistan, the state-run-media.
"The partial ban started with the coverage of Pervez Musharraf's last media conference, and he may face more restrictions in getting projection on the state-run television and Radio in the days and the weeks to come," the sources said here yesterday.
Musharraf, these sources elaborated, got coverage just for a few seconds at the end of the main news bulletin of the PTV after a brawl between PTV current affairs authorities also involving Managing Director Yousaf Baig Mirza and the politically appointed team at the organisation.
"Neither was Musharraf's press conference telecast live as in the past nor was he projected in the first two or three events though it was given special significance on private electronic channels," the sources dealing with the current affairs department of the PTV said.
As Musharraf's media event concluded on Saturday afternoon, it was not allowed to be telecast in any of the news bulletins before prime time 9pm.
"Overall coverage of Musharraf has been reduced drastically and the focus has been on the political leaders' coverage in the last almost ten days as the prime minister, ministers and other government functionaries are getting due coverage reflecting democratic era."
Information Minister Sherry Rehman, the sources said, did not take interest in the brawl and exchange of harsh words between the MD PTV and the newly inducted two coordinators, Nazir Ahmed Dhoki and Captain Wasif.
"These persons, the chief co-ordinator and the coordinator, are preferring the political leadership to Musharraf or his persons still on key positions," the source further said.
When contacted, the PTV MD Yousaf Baig Mirza however said he was not in Islamabad on the day General Pervez Musharraf addressed a press conference and thus had no knowledge about the coverage of the same event. "I was out of Islamabad," he responded to a question about a brawl on Musharraf's coverage issue last Saturday.
To another question, he claimed that there was no change in the policy of the government on covering the events of the president and other high profile office-holders. "I do not think so, but I will not like to offer more comment on it," the PTV MD said when asked about the considerably reduced coverage to Musharraf on state controlled media.
"There can be some sort of the changes (in coverage) as has been seen even on private channels," Yousaf Baig Mirza said. - Internews

ISLAMABAD: Pakistanis are bracing themselves for a whopping 30% increase in gas prices as the government mulls yet another hike to bail out state-run firms from the crippling burden of subsidies.
Official sources said here yesterday that the Oil and Gas Regulatory Authority has recommended a raise of 30% in the current gas tariffs effective July 1, which also marks the beginning of Pakistan's new fiscal year, 2008-09.
OGRA, in its separate determinations for the state-owned gas companies, Sui Southern Gas Company and Sui Northern Gas Pipelines Limited, has prescribed the price increase of 31% and 28%, respectively.
The final decision, however, lies with the government that is most likely to decide on a 30% increase in the cabinet's special meeting on June 11, the day of budget presentation to the National Assembly.
"Increase in the prices is determined at 31% in the case of domestic tariff to keep it uniform with SNGPL and at 28% in remaining categories of consumers except feed-stock gas supply to the fertilizer consumer, who is governed by separate government policy," reads the OGRA decision on SSGC petition for increase in prices.
"Increase of 28% (Rs58.97 per MMBTU) in the petitioner's average prescribed prices has been adjusted in all categories of consumers excluding fertilizer-feed, " the OGRA stated in its decision on the provisional prescribed tariff for the SNGPL.
The prescribed prices for various categories of retail consumers determined by the Authority on provisional basis shall be subject to adjustment upon receipt of Federal Government advice under Section 8(3) of the Ordinance, with respect to the sale price of gas for each category of retail consumers provided that the overall increase in the average prescribed price remains unchanged so that the petitioner is able to achieve its total revenue requirements in accordance with Section 8(6)(f) of the Ordinance, it added.
While determining the increase in prices for the two companies, the OGRA has directed them to ensure prudence and ring fencing of all capital and revenue expenditures, including all cost allocations with respect to each Air-Mix LPG, CNG or LNG based pipeline distribution projects.
Contrary to the market based principles of the government towards liberalising the Oil and Gas sector, the two state-owned utilities have continued to enjoy fixed rate of return above 17% per annum irrespective of their efficiency and business prudence.
Similarly, frequent directions by the OGRA regarding the unaccounted for gas (UFG) have been hardly bothered about the two companies. Consequently, UFG rate has gone beyond 7% rising from the previous level of 6.5%. - Internews

The city experienced yet another day of water and power crises as the Karachi Electric Supply Corporation resorted to carrying out load-shedding of long hours to meet 600-megawatt shortfall on Monday, forcing residents of more localities to take to the street and indulge in agitation.
Angry mobs of perturbed power consumers reacted violently to frequent load-shedding and apathetic attitude of the KESC in Korangi, Orangi, Baldia, Lyari and Saddar towns.
On Saturday, power riots had broken out in Clifton, Liaquatabad, Gulbahar, Lyari, Baldia, North Karachi and several other areas and in some localities, the protesters fought pitched battles with police, who lobbed tear-gas shells to disperse the protesters.
Tension was once again brewing in and other localities where people have been protesting against the utility.
The power cuts also affected the operation of pumping stations across the city, creating a water shortage in many areas.
According to a report, leakage in a boiler of the Unit-3 of the Bin Qasim Power plant led to the closure of the unit early in the morning while the Unit-4, which was supposed to be made operational by the end of April, has not yet been made operational.
The closure of the Unit-3 caused the KESC to carry out load-shedding for a minimum period of three hours in three/four spells a day. It virtually stopped power supply to three-fourths of the city.
Since the closure of the Unit-3, the Bin Qasim plant’s own generation capacity was reduced to almost 650 megawatts. The problem was compounded as the Extra High Tension Circuit-II of KCR-Bin Qasim tripped. The utility received 550 megawatts during the day from the Water and Power Development Authority to meet the demand of 2,209 megawatts at 3pm. At that time, the utility received 71 megawatts from the Karachi Nuclear Power Plant, 89 megawatts from the Tapal power plant (an independent power producer) and 107 megawatts from Gul Ahmad power plant (another IPP).
According to KESC officials, the power supply situation will improve once the Unit-4 is commissioned again after repairs.
Karachi’s electricity problems have worsened lately because the Bin Qasim Thermal Power Plant, one of the KESC’s largest generators, remains in dire straits despite costly repairs recently.
Designed to generate 210 megawatts, Unit-5 of the plant had also broken down recently and remained closed for over three months. Analysts say the reason why Siemens is being blamed for the recurring faults in the Bin Qasim plant is that it is responsible for operations and management of the utility.
Power consumers calling the newspaper offices to complain about the KESC’s indifferent attitude said the government had failed to address their grievances or hold the power utility accountable for the miseries it was causing to them through prolonged power cuts in extremely hot and humid weather conditions.
Students appearing in the SSC and HSC examinations have to endure the immense hardship of taking their papers without water and power being available at their centres. They said they could not properly prepare for the examinations as power cuts had forced them to spend sleepless nights and abandon studies for more than a month before the exams.
Industrialists, businessmen, shopkeepers and traders also complained of having suffered heavy losses on account of power cuts. Most of them said that the KESC complaint centres were non-responsive as nobody would attend the telephone or give a satisfactory reply if they, at all, bothered to respond.
Meanwhile, reports from different parts of the city said that the areas that had suffered more than 16 hours of power breakdown in a stretch on Saturday and Sunday continued to undergo load-shedding of three-four hours in three or more spells on Monday.
In several localities of Lyari, KESC complaint centre staff had stayed away from their place of work sensing danger of attacks from angry consumers.
Meanwhile, Sindh Governor Dr Ishratul Ibad on Monday said that the affected Bin Qasim unit had been revived and would be made operational in the evening. However, inquiries from sources at the Bin Qasim plant in the night revealed that the problem was not expected to be resolved by Tuesday.
On Saturday also, the KESC chief executive officer had assured the governor that the power supply situation would be normalised by Monday, but the situation remained just the opposite.
The Sindh governor directed the KESC to take urgent steps to overcome the power crisis and prepare a plan for him within 10 days so that urgent relief could be provided to the common man.
The CEO of the KESC informed the governor that Rs630 million had been invested for improving the system. As a result, he said, the availability of power had been raised to from 1,170 megawatts to 1400 megawatts. He also blamed the old distribution and generation system for the breakdowns.
